She Was Dumped Over the Fence, Can Not Sit Up and Crying All Time in Pain

In a world where the number of abandoned and neglected animals continues to rise, it is disheartening to hear stories like the one I encountered this morning. She was dumped over the fence, unable to sit up, and crying in pain. It begs the question, why would anyone do such a cruel thing?
